That’s not what I found when I tried it a couple months back.
I tried it using the same two NPCs in St. Delyn’s in Vivec City, Narwende and Veemarz. I saw a difference even pickpocketing 70 items with and 70 items without. It may seem subtle in the moment, but recording the items and their values showed a noticeable difference in my experience:

Keep in mind that different categories of NPCs have different loot tables, and that taking items from a dead body doesn’t count as pickpocketing. (So if you do the pick-pick-stab routine, only 2/3 of that is affected by Cutpurse’s Art.) And of course make sure the star actually got confirmed, which still gets me every now and again.
I don’t have as much time these days with work, but I’d be interested to see another comparison of a run with and a run without the star in terms of loot.

Can you let me know what NPCs are dropping lockpicks for you? I will try to test them when I get a chance. Some NPCs seem not to have lockpicks in their pickpocketing loot tables at all.
Keep in mind that Cutpurse’s Art per its own description has no effect on stealing from containers, including furniture, trunks, jewelry boxes, backpacks, and dead bodies. If you were hoping it would or if you’re looking for a massive increase in value from pickpocketing (like doubling the gold profit), I understand how it may feel not worth taking. That’s a subjective question and very different from whether it actually has a measurable impact on pickpocketing loot, which it did for me back in March. If some intervening patch broke it, the numbers will show that so that ZOS knows they need to look into it.
