Azureblight Reaper + reworked 2h skill Carve - Only one stack every 2-3s instead of every 1s

Like the title says, Azureblight Reaper only gets one new stack from Carve every 2 or sometimes 3 seconds now.
Even if you only stack 1 bleed and watch the stacks with Srendarr .. you only get a new stack every 2-3s.
You also don't get 3 stacks if you stack the bleed up to 3 .. which i assume is for balance reasons.
1 stack every 2-3s with only 1 bleed is def. a bug tho.
