The Orrery of Elden Root companion quest bug. Cannot proceed.

The orrery of Elden quest broke due to one of my companions being active. Could not use Rajhin's mantle after being frozen in place. Tried reloadui, did not help. Deactivated companion, logged off and on let me proceed so I could kill Prince Naemon. Prince Naemon is not spawning from the Orrery. Logged off & on, which did not fix the quest.
I abandoned the quest. Went back to Elden Root and spoke with Meleras. Quest became active again, went back to the orrery and Prince Naemon is not spawning from the Orrery. Daraneth is the only quest npc present, all others are missing. Abandoned quest 2nd time.
This quest is part of the main story.
