This can be adjusted by making multiple skills do the same, but with different animations.
Imagine, ie, that sorcs huricane, templars ritual and vamps bat swarm would cost the same amount, do the same dps, had the same range etc, and would share the same cooldown, so you can use only one at a time.
So you had different options and basicalyl skill customization, while staying in the same dps range. That would let you combine rp with raiding etc.
And with changes like these, you can also adjust the telport, riding, sneak animations to whatever you are, ie, vamp could telport as bats and leave small bats behind when riding a horse, while warevoulf could leave some hair or smth behind it when riding and act more like a dog when sneaking, etc. I'm sure pro devs can thing of these animations. And since they are client side only, it would cost no resources from server.
