Multithread rendering option overloads CPU instead of unloading it.

For some reason, as the title says, enabling this option results in a completely reverse behavior. My CPU load goes from 45-55% to a guaranteed 100%, making everything except ESO (including even stuff like windows menus) go totally sluggish, while the GPU load does not increase at all (I am playing on ultras).

Granted, I don't have a stellar hardware, my 3 PCs are:

* i5-2300 + GTX 960
* i7-4710 + GTX 850
* i5-6400 + RX 580

Still, they run on ultras with rather low GPU loads. Actually, when testing, enabling multithread rendering caused them to get rather sluggish even on minimals.

What gives?
