In my case (PC/Steam), the render thread option wasn't in the settings GUI when I first started the game after the patch, but then after I manually set it to 1 in UserSettings.txt and restarted the game, the option appeared in the GUI. It also didn't revert back to 0 after I restarted the game, which is good.
I also appear to have a slight FPS increase, but it's too early to be 100% sure. GPU usage has gone from about 50% to 100%.

this is what concerns me the most,higher gpu loads=higher power consumption=higher power bills
if some1 plays for 1-2 hours daily then its ok,but for ppl like me this is a problem

Computer 1 (main) no notable change in performance with multi-threading on:
5k monitor
SLI dual 3090’s
TRX40 AORUS XTREME Threadripper 3990x (64c/128t)
256GB of DDR4 3200mhz quad channel
Computer 2 (computer built with mainly left-over server parts) massive 90% increase in FPS with multi-threading on:
1k monitor
SLI dual Titan XP’s
X9DAE dual e5-2687w-v2 (16c/32t)
64GB of RDDR3 1866mhz quad channel
I did exactly that. Enabled V-sync & Multicore rendering.Wow..
Standing in Belkarth, Went from 109fps with only one core used and GPU at around 70% up to 150-160fps - all cores used, GPU at 100%.
Put v-sync on to lock to 60fps - all cores still used but only around 20% - GPU down to around 60%, keeping powe-use and fan-noise down, but FPS steady.. nice!!
May experiment with higher gfx settings next!
You might have to turn on the option in the game files if it turns back off when you restart. Go to documents > The Elder Scrolls Online and click UserSettings and look for RENDER_THREAD, change the 0 next to it to 1. Exit out and save when it asks you to save. Retry and see if that works. If it doesn't, do it again and this time at the end right click UserSettings and go down and check the box that says Read Only. You might have to uncheck it before being able to edit it like I said.
