Settings changes not applying

Since today's update (Update 31/Waking Flame), any setting change I make in-game or before logging in will be reverted to the previous settings each time I restart the game. This goes for graphic settings, sound settings and the new multithreaded rendering option.

I tried repairing, I tried checking and unchecking "read-only" to the file UserSettings.txt, I tried running as administrator, nothing worked.

What I noticed is that it also replays the intro cinematic each time I log in and I keep getting the "out-of-date addo-ons" even if I dismiss it every time I get in game.

Any ideas? Thank you.

    Sometimes the AntiVirus removes the exception rule, if the executable has changed.
    1. Verify your AV settings.
    2. Open the UserSettings.txt, change something and save it again. Does this work?

    Okay, so, the anti-virus solution worked. I added both the "Elder Scrolls Online" folders in "Documents" and the game folder itself under "Exceptions".

    But I'm not entirely sure if it's only thanks to that. I made a backup of the addons, deleted the ESO folder in "Documents" and uninstalled the game. I reinstalled it without addons and setting changes were applying normally, although I did this after I added the game in my anti-virus exceptions, hence why I'm unsure.

    I reinstalled the addons and I tried changing the volume setting and it worked, so I am not sure what the problem exactly was, so I'll go with the anti-virus thing.

    I ran into this issue as well. However, I don't have a third party anti-virus.

    In my case I had to uncheck "read only" in the Usersettings.txt file's properties. Same goes for all other settings.
