Stamina sustain is a constant issue for Werewolf until you get around ~3000 recovery.
Here's what the data looks like.
The average time between heavy attacks doesn't start going up until around 3000 recovery and around 4500 recovery you will never have to heavy attack. The only way to get this is with The Serpent mundus + Stamina Jewelry + Jailbreaker Set + Eternal Vigor Set. This means no set for damage or mitigation.

I've seen it done, and while it probably means he has very little spell damage and health I imagine any healing proc sets he equips are going to be powerful, and of course his damage shields.
