Cold-Flame Epidermis has no glow

I would assume that a skin that is supposed to be cold-flame would have some amount of glow to it (not light casting, I know the skin puts a light at my feet for a few seconds after I enable it). So maybe it is missing a glow map? I don't have the orange version of this skin, but the enemies that wear it in Blackwood/Deadlands definitely glow. Here are pics on my Black Forge Senche which I was hoping would look good together, but it just looks like I have a blue shirt on. Also a closeup of the eyes with no glow:

It should read "Fancy Cold-Flame Atronachs, do you?"4 -
aipex8_ESO✭✭✭✭✭A little more info. I've tried the skin on several of my characters and it does seem to glow on some races. It is a little more subtle than the orange version, but it's there.
It works on elvish and beast races, doesn't work on human races.
