Is the precursor quest permanently bugged?

First of all, I've done every quest in the Clockwork City except for this one. I didn't know this even existed until I saw the achievement, so I go to where you're supposed to pick up the quest and... Nothing? No quest able to be picked up.
I talked to the guy you're supposed to give the parts to and he's like yeah go look for those man, we can put a robot together or somethin

So I go around looking for them all and pick them all up, except for two which straight up didn't even spawn into the world: Integral of Reason and Integral of Calculus
They're just not there. I didnt pick them up by accident and yes I have been to the exact areas that they're supposed to be (I looked at videos of people collecting them) But I physically cannot acquire them because they arent there.

So... What do I do? Is it broken? Is there a fix? I spent my whole afternoon grabbing all those other parts

Update I'm a complete idiot, I'd already picked up the other 2 parts and installed them like 2 years ago lol. I thought you had to turn them all in at the same time. Problem solved, no bug here
