Skill Leveling XP Requirements per Character Level?

I always grind dolmens to level new characters... and I notice as we level up, our XP gain from completing them also goes up. My question is, does skill level XP requirement change as you level up too? At level CP160, I gain about 9000 XP (without enlightenment) completing dolmens, but at level 20 I'm only getting about 2100 XP. So would my skills level faster at CP160 due to the increased XP gain- or do the skill level requirements sync with you as you level- so it wouldn't matter?

It really doesn't... it talks about PLAYER levels, but not SKILL leveling... at least I didn't see any part that it did. I don't want to waste XP scrolls if my skill levels aren't going to level as quickly as they would if I'd waited to focus on leveling them at CP160.

If you look at the xp table on the link provided by SeaGtGruff, you're awarded more xp as you level.
Each weapon and gear skill line goes from rank 1 all the way to 50. With world (Vamp, Ware) and Guild skill lines from rank 1-10. All of which am certain you know.
If you wait until CP160 to start leveling say the Restoration staff, because at CP160 you earn more xp, lower ranks of the resto staff will go by pretty quickly. But this rate of increase will slow down as you hit higher ranks of the resto skill line.

The amount of XP to level up class/weapon/armor full skill lines are fixed as are the amounts needed to max level or rank individual abilities within. In fact EVERYTHING has a set amount of unique XP that needs to be gathered in order to fully rank up. Mages Guild, Antiquities, Companions, Legerdemain, Woodworking, etc all have their unique currencies and thresholds within to gain levels.

None of these thresholds sync/scale with your current level/CP. It is much easier to level skills on a character once you hit CP as you get more XP for the same activities. This is especially clear when you start an additional character with your primary having a high CP. You will see the best gains after your new toon hits 50.

As such it’s best not to power level specifically the weapon/armor/class skill lines until Lvl 50. Using master writs prior to that point will net you lower xp than what they’ll get you at CP effectively wasting them. As such I recommend players quest to level at those times.
