Both sets are heavy armor, have 2 armor bonuses, and both proc from being hit. According to zos, both of these sets should either scale resistance or max health, but instead, both scale with weapon/spell damage. Storm knight has 0 contribution toward damage increase it all of its bonuses are defensive, while Thunderbug only has 1 spell damage bonus. Both sets had there damage reduced to mediocre state and with this scaling they are more than useless.
In my opinion, both sets should scale with resistance, if not, then their bonuses should be changed to support their scaling and have their proc change to support offensive play style.
There are many other sets that seem to scale d8fferently that they are supposed to be, but I only did thunderbug and storm knight because they somewhat were popular pre scaling and 2/5 item sets that do shock damage type.
