Stranglers and shields

Currently stranglers are reducing shield strength. When stranglers were reducing heals and increasing damage taken it made sense, but currently when the heal is not being reduced, and almost all the shields in game are scaling or capping of max health (I think the only exception is psijic shield, and CP shields, resto staff, and sets) so unlike heals that don't get nerfed at all on you, shields are getting double nerfed by stranglers (max health and tooltip), unlike heals that don't get hurt at all. It feels like an overlook from the change they made to them back to reducing health.

Please remove the shield nerf from stranglers.

    But you can't have it both ways! The problem I see with fixing this is very simple, but it would affect how absorption shields work in both directions, whether your health is decreased or your health gets an increased boost. You can keep as is now so that increased health sources also get a boon from shields that rely on flexing max health or you can make it that shields only affect your permanent max health and any temporary gains or losses have no effect.

    Simply put, if you make temporary decreased max health like Minor Mangle from affecting shield strength (going down), then its only fair that temporary increased max health like Minor Toughness also don't affect shields strength either (going up).
