Sophus's sealed scroll not available for some people

Sophus's sealed scroll is not avaliable for some people, I have no idea why. Not readable during the quest and it's not on councilor Sophus's house for me. I tried in every way: I tried during the quest and after, I tried after I've done previous Eveli quests in Orsinium and before, I've tried doing the prologue and without the prologue. I also tried to log out, wait for a while and log in again and I tried to remove all my addons and repair the game. I also tried to make a clean install on a friend's laptop. Nothing worked. I know some other people are being affected by this issue because I checked with some guildies and some people that were doing the quest, but I also know it's not affecting everyone, since my friend, who started the quest right after blackwood release, were able to see the scroll on the porch. I submitted a ticket, which wasn't helpful at all because it recommended me to do the things I've already done like logging out and repairing, and when I said that they just said "well, there's nothing we can do, bye bye now". I also submitted as a bug but I'm guessing it isn't even recognized as a bug because it's not affecting everyone? So, if anyone is also having this issue please let me know. Also, if you started the blackwood quest recently and is able to see the scroll please let me know too, maybe I can discover what the issue is.
