"Resurrection Pending" is not Revival? Why?

Today there is a Daily Endeavor to "Revive another player".
After a Dragon fight I found another player lying on the ground and I thought "This is my big opportunity".
I went through the usual procedure of holding a key down and spent a Soul Gem. The interface said "Resurrection Pending..." and I went off to find another dragon.
That was several hours ago and I have not been credited for reviving another player.
What did I do wrong? What could I have done differently in order to get daily endeavor credit?
Did the other player reject my resurrection attempt somehow? I do not remember getting a message.
If it depends on the other player accepting the resurrection attempt then is this a fair system? I could have tried many times to resurrect other players but if no-one "accepts" I get no credit.

    Some people use death as an opportunity for a bio break. Resurrections do time out. One might also decline a resurrection because they intend for a teammate to do it. If they don’t revive, you don’t lose the gem. Just keep trying. Lots of players are intentionally staying dead at events to help others get this endeavor.

    With this and dueling related ones I just ask in yell chat at a busy crafting area. Someone's usually happy to trade kills/ deaths.

    Just to also kick in. Some people dc and then die during a fight. So…

    This. I've also been distracting guards from pickpockets and dying, so people are filling in both Endeavors there and they get some added hilarity with Sorc mechanics.

    I not only did that but suggested that the duels (where we took turns to kill and rez each other) took place in Artaeum, Colosseum of the Old Ways. There's an achievement for winning 5 duels there :-)

    They probably didn't take the ress, and then it won't count

    This morning I saw a couple of players in Vvardenfell zone chat agree to duel each other and let one kill the other so they could resurrect them for the endeavor, then they swapped roles. I didn't watch their duel, but it sounded like it worked out great for them.
    I've fought mudcrabs more fearsome than me!

    It's much faster/ easier then messing around finding a guildie. I just yell that I need it then start randomly challenging people, someone always accepts.

    Just note for Dueling endeavours a forfeit doesn't count. So if they're being "nice" and not fighting back just kill them.

    I dislike being revived by others during a dragon fight as its instant so you could very well die again the moment you accept. I prefer getting up myself as you are briefly invulnerable and can move around out of danger. When I declined the rez, sometimes the other person gets rude or calls out trolling for wasting their soul gem.
