Soft 100fps cap keeps getting reset in Usersettings.txt

Hey there,
Since the Elsweyr celebration event this year, while I was farming, I noticed a sudden increase of GPU activity and framerates in my game. Me, who's often browsing chrome at the same time as running the game noticed that the soft fps cap of 100 fps was suddenly removed. I don't know whether this could somehow be on my end, because I have never opened the text file or tampered with the game until today. I don't really want to have 160 fps when my monitor can only handle 60, but I don't prefer the vertical sync option because of how different and oddly smooth it feels.
In the Usersettings.txt the line "SET MinFrameTime.2 "0.00000000" " was suddenly set to 0. This means that the game will run at its full potential and grab all it's power from the computer that it needs. When I tried to reset it, it just reverts to 0 as soon as I boot the game again.
A temporary solution for me was to enable "vertical sync", but with this option enabled I also noticed ever so slight decrease in performance.

This will put a 500 fps cap.
Then save.
Go in the propertier and check if it's not setted to "read only" and try unlock all Admin User Rights.0
