I got mine in the Crypt of Hearts on PC EU, and in the cave in NW Stormhaven where the Dragonguard guy wanted me to find an unnarked grave on PC NA.

I needed them this morning for the endeavor. My go to place for ghosts is Betnikh, except this they were all gone. No respawns and no players.

Ended up Tanzewiel in Auridon where there were plenty of spectres begging to die again.

I went to the area near Salothan's council in Vvardenfell. Got the runestones there as well.

Bloodrun Cave in Blackrock is full of ghosts too.

Shael Ruins delve. Lots of glowy golden easy to kill ghosts. Was doing the Undaunted delve quest and hit 10 kills before I put the first spirit trap down.

The Wraith's all over the place at Westry in Glenumbra count. Plus, that is one of the coolest and eeriest and most atmospheric locations in the game!
