Sergeant Seyne missing in Bleakrock isle (impossible to get 3rd skyshard)

I'm at the spot where the quest NPC (Sergeant Seyne) should be, but she's not there.
The corpse on the floor is there.

My wife, who's in my group, does see Sergeant Seyne and can get the quest.
But she can't share the quest with me.

Does anyone know what's going on here?
I'd like to finish the skyshards in the zone...

It may be a stupid question. But is there a chance you might have done that quest with that toon in the past?

If it's Hozzins Folly, put on the disguise and go to the entrance, you only need to access the dialogue and enter the cave. The other two skyshards are overland. Try leaving group if there is still an issue.Happy hunting.

No, I haven't done the quest before, as I would have looted the skyshard for sure.

And I didn't get any disguise, so I couldn't enter.
I will go back in after maintenance, and try to kill some more mobs around there, checking if they will drop the disguise.

The only thing I can think of, is that maybe the character's race has impact on this starter zone, and the quest line is locked behind other quests in the zone. He is a Nord Dragonknight.
But I have a Nord Dragonknight on the NA server to, and he doesn't have this issue (although I'm not sure if he did more of the quest line in that zone).

My wife and I have done the skyshard run in here on 12 chars on the NA server, and 9 chars on the EU server.
This is the first one that has this issue (so out of 42 chars total).

You should get disguises by killing foes in area and unless the quest is required for opening the door might get to skyshard. However I very faintly recall trying and failing it without taking the quest (but maybe I remember wrong).

Anyway if a quest NPC is missing or unresponsive because of an AI stroke, try wayshrining out of zone and back. That may or may not place you in different instance of zone which may or may not have the problem. (Note that any loadscreen may switch your instance.)

Does she spawn at the other entrance to the valley? there are to roads into the valley

Are you missing the main starter quest for BLEAKROCK? its a dark elf lady inside the town where EP players spawn in.

She send you to find missing villagers all across the island. Doesnt matter if you are AD; EP or DC faction.

Char's race doesn't has any influence on quest(s) availability.

Are you following the "main" quest order? I think if you try to skip something in the line, the npc won't give you the quest that enables you to pick up the skyshard.

Taking Hozzin's Folly quest does not have any prerequisites (as seen in quest map behind the link you gave). Most of my chars have picked that skyshard without doing any other quest on Bleakrock.

Well, last time I tried to pick up the shard from the mine I couldn't because I forgot to start the previous quest - A Beginning at Bleakrock, where you speak with Captain Rana in Bleakrock Village (by the end of the dialogue, Captain Rana wants you to go look for Seyne at Hozzin's Folly).

I've never been able to get into the mine without taking the quest from Seyne. Once I get that skyshard, I just abandon the quest.

As far as I remember last time I collected Bleakrock skyshards my (EP) char got dropped there from the Coldharbor and ignoring any questgiver riffraff on way picked the eastern & north skyshards, then went to Seyne, took the quest which took me to skyshard, finished and turned it in (not a big job) & ignored the followup questgiver. And then went back to other alliance zones because not interested of repeating EP story yet again. (That char has done Cadwell's Gold for story skillpoints and still has not done EP story...)

Are you using a companion?
.. if yes, put them away ... a companion can sometimes block quest progression

As Gadget4 said, yes companions can sometimes stop NPC from appearing in a quest.

Are you on a different quest in bleakrock already? If so, you can't pick up her quest. You can only do one of the main objective quests at a time.

Turns out, I had already done the quest when I started this character yeeaaarrrs ago, and for some reason I totally missed the skyshard.

I killed mobs for a while, but none dropped a disguise for me (I guess they only do when you have the quest).

But... [DRUMROLL]
It turns out I could just open the door and go into the cave... [SAD TRUMPET SOUND]

I didn't see the lie option when I clicked the door before, and was so used to that being the only way into the cave, that I didn't even try the hello options, which then just lets you enter...

Ow boy...
