Weird Rubberbanding and Skill/Damage Value Malfunctions, (video link included courtesy of You Tube)

And anyone else who might know. I've been having really bad and odd issues with rubber banding, bar swapping, skill delays, and ZOS induced teleportation, lol. Also, when I deal damage there's a big delay on it. In the video I'm linking, you'll see the following:
1. Me dealing damage with jabs and walking away after the channel is complete, but the enemies are still taking damage.
2. The number value of "1" shows up on some of the enemies when I'm jabbing them, and on others it shows up the actual damage numbers per normal.
3. Alot of small rubberbanding issues and choppiness in my movements side to side and front to back. I purposefully moved around alot to show how much it's glitching.
4. Me taking damage several seconds after being hit.
5. Delay in bar swapping.
6. Sluggish casting of skills while stationary and not in combat.
7. Near the end of the video you'll see me running for a bit then suddenly I've been teleported back to where I was 5 seconds prior.
Aside from what's in the video, I've also experienced some load screens in the middle of casting skills in combat. These issues have been going on for two days. In PvP and in PvE. It's much worse in PvP though. I've been playing ESO since 2019 and I'm well aware and used to the lag and normal performance issues, but these are ones I haven't come across before to this severity.
Is this an issue on ESO side or potentially mine? Everything checks out fine on my end and I used the repair function on the ESO launcher and it all turned out fine.

✭✭✭The damage marker values of 1 are from the smaller Kuta Gava that the Kuta Gava Broodmother spawns.
Not sure about the rest, though I play on console and I have problems with lag, skills failing to fire, and failed bar swaps constantly.
EDIT: I just noticed today that the proper name is Kotu Gava
