What does nowadays count as Base Game content?

I am just wondering, what does nowadays count as Base Game content? Do Fighters Guild and Mages Guild quest lines are now part of the base game if I buy it? Craglorn? Imperial City?

Imo base game is the following:

-The original three alliance zones of Tamriel

    -The Mages Guild

    -The Fighters Guild

    -Cyrodiil

    -Undaunted Guild

-The original Undaunted dungeons (all non dlc dungeons)

    -Craglorn

Everything else after that is a DLC. Although you can probably now count Imp City into that as it's a free DLC. But still a DLC. But with that mindset technically Vvardenfell is also base game as everyone gets that now with the base game. Just there's a bunch of payable DLCs that take place by release date before it.

If you buy the "base game" right now, you will receive all of the zones typically associated with base game (ie, follow along with your alliance's main story and then Cadwell's Silver and Gold). Note this also includes the Daedric realm of Coldharbor, which you gain access to during the main quest.
    Plus Cyrodiil, the PvP zone.
Plus Craglorn, though it is technically DLC because it was not included at launch.
Plus the Imperial City, because that purchasable DLC was made free a few years ago.
Plus the Morrowind Chapter with the Vvardenfell zone, ditto.

A few rare drops, like Aetherial Dust, only drop in true base game zones, not those which were once DLC but are now included when you buy the game.

To answer the other part of your question, the fighter's and mages guild are, and always have been (?), part of the base game. The other traditional TES guilds, thieves guild and dark brotherhood, are DLC content though.

    Thanks for the replies.

It is not that I am someone who is new to the game (have been playing for years), it is just that I need to know what is currently seen as base game for a new module on my Masters of Craft website that I am making.

When I see and use the phrase "basegame zone", I don't think of Craglorn, because it was added after all the other zones (the 20 Alliance zones + Coldharbour, Eyevea, Earthforge).

It's free with ESO, obviously, and Craglorn trials aren't what people call "DLC trials", but it's also not from the original content available at launch. It was part of Update 1, which was bout a month after launch.

I think the Set Collections UI lumps it with the basegame zones? Honestly, you could call it either way.

The Fighters Guild and Mages Guild quest lines have always been part of the base game, and Craglorn has been since it released. Of course when it first came out a subscription was required to play, but everyone got Craglorn without paying extra and when they made the subscription optional everyone had access to Craglorn, even people who bought the basic version of the game after that and never subscribed.

The Imperial City is free, but I think you still have to claim it from the crown store, it's not automatically part of your account so I'm not sure if you would include that or not.

The other unclear one is Morrowind: it is now included in the standard edition of ESO (the cheapest version of the game) and I think all the other versions so in that sense it's part of the base game but I think if someone bought ESO before that was done they didn't get Morrowind added so there will be players without it.

From the perspective of entitlements, these points are all correct.

IC is technically a separate entitlement. It’s free now but wasn’t always, and its price can be changed at any time. Merely owning ESO does not grant access to IC the way that it grants access to Craglorn. IC is also still included in a DLC game pack bundle, so clearly ZOS considers it that, regardless of its current price.

Morrowind is indeed still paywalled for anyone who bought the game before June of 2018. It’s exceedingly hard to categorize as base game something to which not every player who bought the game has access without an additional purchase. That’s what happened when ZOS threw in Morrowind for all purchases going forward, renaming the standard game product accordingly, but did not grant those entitlements to extant owners of the game.

Morrowind is now free for anyone who doesn't have it and can be claimed from the Crown Store 😀
