[FIGHTERS GUILD QUESTLINE] Prismatic Core quest bugged? Fighters Guild progress blocked

During this quest, after I fought the undead assault in the Earth Forge, I reach the step "Travel with Merric to find Aelif". However, Merric just stands there and cannot be interacted with. I walk outside and see Aelif, who also will not interact with me.
I tried logging out and logging back in, leaving the zone and zoning back in, etc. Still stuck in the same place and won't advance.
I even tried abandoning the quest. I go back through the quest step where you go back into the past to see what the Aelyids did with the Mortun Vivicus. Once I complete that quest step again, I am transported to the Earth Forge like before, but it takes me straight to the quest step "Travel with Merric to find Aelif" and everyone is still stuck in place as before. Progress through the Fighters Guild questline is completely blocked.
