World Boss Timers - Sometimes no boss in half an hour, sometimes respawn within seconds.

Hello dear Soul Shrivens and others,
right now I am trying to complete the style from Blackwood by doing daily boss runs. However i came to notice that (like other zones) bosses sometimes have extremely long respawn timers. My record is (right now) 28 minutes by the time I am writing this for Zathmoz in nothern Blackwood. But i also had noticed that the Sul'Xan circle had respawned within seconds sometimes. So I am not sure how the game determines the respawn duration?
Most important question? Is it a bug if the boss takes longer than X minutes? Is there a internal number that should give intel about boss respawn. @ZOS_GinaBruno , i hope its ok to ping you here. I really would like a ZoS member to answer here.
@other players: Do you have similar issues? Or is it just unlucky me?
Oh, by the time i finished writing this post its 32 minutes and Zathmoz still isnt here.

✭✭✭I was waiting once for a boss in Blackwood for 30+ mins and gave up on it.
In no other zone this did happen to me ever.Total ESO playtime: 8325 hours

Amerises✭✭✭✭Apparently you all have never played any other mmorpg's. When I came to ESO I thought it was laughable how quick respawn is. Maybe you're focusing too much on the destination. The grind pretty much *is* the game.0 -
