What's causing my pen to go up and down?

I've been having this issue for a couple months now. My pen will go up and down while viewing my character sheet.

XB Series X, but it also does this on my 1X.

i also have seen this problem happen but its not new, infact i have been complaining about it since Beta 2013.
it is not only happening to penetration, it also happens to my defenses as well as my damage.

Are you on a Nightblade? It likes to add the ~3k pen to the sheet when in/out of combat

Yes but I was standing at gate, not in combat. It does it basically anywhere, even when I sign in and end up in my house.
