Aren't they as old as the game because they certify the crafting professions, which I believe have been around since the game's release.

I don't think so ... I remember being surprised by their apparition and your toon needed to be level 6 to attend.

I just looked it up and you are right Update 5 also introduced undaunted pledges, another thing I would have thought to be included in the base game because they've been a long running staple. Huh, interesting tidbits to learn.
