Fiery chains/unrelenting grip greyed out in imperial city

Before Monday, I could use unrelenting grip on my DK in imperial city, both the CP and no-CP versions. Since Monday, I cannot use the skill on player or AI enemies, the skill is completely greyed out on my bar. I have gone on both CP and non-CP IC's, as well as logged out and back in, reset the skill, reloaded the UI. Nothing changes to it being useable again.
The skills still works in dungeons, trials, overlands and cyrodiil, just no longer IC.
