Camera Movement Jumpy

Sometimes my camera gets extremely jumpy. I'll sit in one place and rotate it at a consistent speed and it will often slide very quickly before returning to normal movement speed. I believe this happens when the camera collides with an object but I am fairly certain this is not intended as it doesn't happen always, it's something that triggers randomly and is fixed with restarting the game. Sometimes the game loads up with this bug, sometimes it just happens. It makes the game impossible to play and is near game-breaking in battlegrounds and trials as aiming is impossible.

My problem is that it gets stuck on a certain zoom setting and to reset it, I have to open my character info screen and close it for the camera to go back to normal (and zoom fully out).
It’s pretty annoying.

At least you can solve your problem easily. I have to fully restart the game, reloading or relogging doesn't work.

Do you have motion blur on it can cause lagg? that being said.
Your problem might a side effect of having

TAA turned on,

Try playing with Fxaa or SMaa wichever eso has and test to see if the problem still happens.
