Shadowstrike vs Spectral Assassin

Does the Shadowstrike passive in the Craft CP tree do the same thing as the Spectral Assassin passive in the Dark Brotherhood skill line or am I misunderstanding?

One says during and one says after, but I don't know if that's just a developer writing inconsistency or not.
