How is bash damage determined?

I have been looking everywhere online, but can't find any solid answer. Is bash damage determined by max stamina and weapon damage? Heavy armor buffs bash damage, so that makes me wonder if max health is involved.

If I remember correctly, the build editor should include that. Google eso build editor. Change jewelery trait and enchants to alter max stats and weapon/spell damage individualy.

I tested it in game last night. It's based off Max Stam and Weapon Damage.
