Does proc set use penetration stat while dealing damage?

Based on latest update proc set tool tip damage scales based on higher of spell and weapon damage. It does not crit so crit chance stat of player does not matter.

But what about penetration stats? When a proc damage hits the enemy does it use player's penetration stat to deal the final damage or does it use just whatever mitigation enemy is carrying?

In a similar vain, how about the buffs like breach, berserk and vulnerability? Will they cause proc sets to deal more damage to enemy?

Yes, they are effected by penetration.

Spell Pen effects magic, fire, shock, and ice.

Physical Pen effects physical, bleed, poison, and disease.
