Heartland Conqueror infused glyph cooldown

It was spotted during the pts and wasn't addressed, Heartland Conqueror increases the glyph potency part of infused but does not decrease the cooldown.

As the cooldown reduction part of the glyph is a reduction by half, it would make sense for Heartland to reduce the cooldown by another half meaning a 75% cooldown reduction.

As it is, it does not affect the cooldown part whatsoever.

    Yes, this should really be addressed. It will be a nice set if this bug gets fixed.

    For comparison:

    Torug’s Pact increases theoretical enchant effectiveness by 1.45 / 0.67 = 2.16X

    Bugged Heartland Conq is just 1.3X

    Fixed Heartland Conq would be theoretically 1.3 / 0.5 = 2.6X

    In reality it’s not that simple, since some enchants (Berserker, Crusher, Weakening) are already at 100% uptime without a cooldown reduction. Others (damage proc enchants) don’t reliably proc on their cooldown, so they end up activating every:
    - 4 to 5s typical (average 4.5s)
    - 3s Torugs
    - 2 to 3s Infused (average 2.5s)
    - 2s Torugs Infused
    - 1 to 2s Heartland Infused (average 1.5s)
    - 1s Torugs Heartland Infused

    This means that in reality a working HC set would boost enchants by 1.3 x 2.5 / 1.5 = 2.16X, assuming you have an AoE DoT running with ticks every 1s (like Wall or Hail). Torugs under the same assumptions increases enchant effectiveness by 1.81X or 2.18X, depending on whether infused is used.

    Anyway, that’s a long way to say it’s a cool set, that seems well balanced on paper, but doesn’t work which makes it very underpowered.

    Yeah it doesn't work with infused but5has been featured in pvp builds using sharpened.

    A sharpened maul with heartland is 9k pen. Add to that major and minor breach (some guys run pierce armor sword and board on backbar) and a light armor target has no armor.

    It's still weaker than Spriggans or Spinner's but you can run for example a Powered backbar to get 18% more healing allowing for both offensive and defensive features out of 1 set.

    I was trying to do Torugs and Heartland dual wield. The reason why I went dual wield is to have different types of enchants to proc different status effects.

    With Torugs and Heartland you'd expect it to proc each enchants at least every second but I tried it on the 200k dummy for quick reference and it procs every 2 seconds.
