Morrowind is part of the base game now. Standard edition does come with the Chapter.

I guess if you start the game off now, or whenever it has been added to the Standard Edition, you just go and consider it "base game" without being actually base game.
I know I got it when I bought my copy of ESO 3 or so years ago, and I didn't notice it was a DLC until my fiancé pointed out he did not have it.

From what i understand though, ciphers and dust don't drop in Cyro or crag, so really its limited to the Alliance zones.

Really? I wouldn't expect it in any instanced content, much less in a DLC. Was it from an event box perhaps?
If I stop subbing to ESO+, I lose access to Vvardenfell. My inventory account doesn’t have ESO+ and can’t access Vvardenfell, and is prompted to buy it from the Crown Store if I try to port there. It’s not part of the base game.

Craglorn and Vvardenfell aren't among them. Cyrodiil probably not either, but I haven't spent a lot of time harvesting nodes to really ever get an Aetherial Dust in that zone anyway.
In 7 years of playing daily I have never had dust or a cypher drop
