Is companion rapport levels same for both?

On main char, done equal number of Mage v Fighter guild quests, every day without miss since PC launch. But my Bastian rapport is lower than Mirri, and more importantly I've been finished with all 3 Mirri personal quests but still waiting to get Bastian 3rd personal quest (and hence stuck on achievement for that)

-have zero deductions for disliked actions around either Bastian or Mirri. Absolutely zero.
-have done identical number of Mage guild daily for Bastian as Fighter daily for Mirri
-3 days ago I received the last quest from Mirri, this means I've turned in +3 more Mage daily for Bastian and still no 3rd quest pops (Family Secrets)

Are the rapport levels somehow different between companions? e.g. is it normal for Mirri to fully offer all 3 quests and be done days earlier than when Bastian still hasn't triggered 3rd quest?

Mirri's and Bastian's rapport are completely separate.

It's also worth noting that their rapport levels are separate for each character you play, too.

It makes rapport one helluva grind if you want to have the option of both, on multiple characters.

If I had to guess, it’s likely the small things that influence their rapport that are making the difference. You may have benefited more from those with Mirri.

To be even more clear -
a) I have had zero extra rapport on Mirri vs Bastian - so not only have I had zero deductions for behavior they don't like with either companion, the -only- companion I've gotten additional rapport notifications is from Bastian (who oddly is the one days behind triggering the 3rd quest)

b) I know rapport is separate per companion, per char - that wasn't my question - on the very same main char, I've done identical number of Mage daily for Bastian vs Fighter for Mirri - yet triggered Mirri 3rd quest 3 days ago vs Bastian still waiting

TLDR-
-no negative rapport for either
-only Bastian has gotten some positive rapport for things like reading bookshelves, none for Mirri
-both Bastian and Mirri has had same # mage/fighter daily (turned in correctly with correct companion out on turn in)
-Mirri hit 3rd quest offer 3 days/daily ago, Bastian still waiting
