What's the best way to get all dlc currently?

I'm pretty confused with so much dlc this game has had. Does eso+ give everything or is blackwood still needed to be purchased? Or is it best to buy the blackwood collection?

You can get ESO+ and all Chapters (excluding Blackwood) and all the DLC

You can buy the big Blackwood Bundle and get all of the Chapters, not including the DLC

Or you can buy it Blackwood, get all of the chapters, and then go Indi dually buy the DLC

What do most recommend for players starting a brand new char or an old char that hasn't been used in years ?

Also any major pro or con playing on series x vs ps5? I have both ..nobody I know plays eso really so I have no friend sway, is say the population better on X since it has game pass perhaps?

As of Blackwood (Update 30), the following previous expansions are available as DLCs: Greymoor; Elsweyr; Summerset; and Morrowind. As ESO plus gives the subscriber access to all DLCs, you will have access to Greymoor, Elsweyr, Summerset, and Morrowind, as well as all the other DLC zones, if you have ESO Plus. ESO plus won't give you access to Blackwood, you must buy the expansion (either full-game or upgrade) to get that.

As you mentioned, the Blackwood Collection (currently 60 dollars U.S. on account store) will give you Blackwood, as well as Greymoor, Elsweyr, Summerset, and Morrowind. This is a good deal, as each of those 4 expansions costs 3500 Crowns each (14000 Crowns total) if purchased as DLCs via the Crown store (that's about 66 dollars U.S., if Crowns purchased on sale). Also, if you purchase the expansions, instead of buying as DLCs, it will be good for both the North American and EU servers, whereas DLCs are only good for the server on which they are purchased. Of course, ESO plus is good for both servers as well, so if you have ESO plus, you can play all DLCs on both servers.

Side note: Purchasing all DLCs with Crowns (assuming Crowns purchased during one of the 40% off sales) is equal to about 14 months of ESO plus subscription fees.

And the Blackwood zone will be added to ESO+ when next years chapter goes live. The companion system might be separated from the zone and sold in the cash shop.

So less expensive means to get all the DLCs is ESO+. If you play for years the purchasing crowns on sale and then buying the DLCs, especially when they are on sale, will be less expensive but it would take some time to actually reap those savings.

Now any major cons and pros for both ps5 and or series x? I know the updates are coming but does it really matter which platform as a whole?

My advice is to get a month of ESO+ so you can try out all the DLC (except Blackwood) and the subscription benefits and then decide based on that what you want to do.

If you want to keep subscribing then you don't need to buy any of the DLC because you'll have access to it as part of your subscription (you just need to be aware that if you ever cancel it you'll lose that access), or you can use the subscription crowns to gradually purchase DLC.

If you don't want to keep subscribing that month will give you an oppertunity to decide which DLC is worth buying. If you're not going to subscribe I think it would be worth getting the Blackwood collection which gives you Morrowind, Summerset, Elseweyr and Greymoor rather than just Blackwood because that's a lot of content relatively cheaply (compared to buying them seperately). I also recommend the Guilds & Glory bundle because the Thieves Guild and Dark Brotherhood are useful for the skill lines and Wrothgar is a very good story DLC with a large zone (it would probably have been a chapter if ZOS had been doing them at the time).

With the other DLCs it really comes down to which areas or dungeons you think are worth having or which interest you enough to justify buying them.

(Personally I buy the story/map DLC and skip the dungeons because I like having more of Tamriel to roam around and don't play dungeons often enough to justify paying for it.)

By the way, in case you wish to play the whole game in an order that makes more sense (NPC-wise recognizing your previous actions), I suggest the following:

Faction quests (your whole banner)
Main questline
Second and Third factions.

You may do Orsinium, Dark Brotherhood and Thieves Guild in whatever order anytime in between these.
The same with Fighters, Mage and Undaunted Guilds.
Craglorn and Cyrodiil may prove to be difficult without a high CP character and are somewhat irrelevant to the story.

After you finish the main storyline plus the other Banners, you should go for:
Morrowind > Clockwork City > Summerset.
Reason: you will find many npcs who will recognize you, plus the story rolls in that specific order of events.

After that, there is Murkmire (standalone), then Northern and Southern Elsewyr. These last two follow a specific order of events.
Then comes Western Skyrim and Markath, which should also be done in this specific order.

And lastly Blackwood. So far, I've seen references to Dark Brotherhood, Orsinium, Morrowind, Clockwork City and Summerset, with NPCs recognizing all my previous deeds.
