Bar swap issue

So as the title reads is anyone else dealing with a 1 second delay when bar swapping? Since the update had been out on PC and Xbox now sure about PS yet but there are times when I go to bar swap in pvp and pve land I get a 1 second delay and even the area I'm in will flicker when doing it

Supertonicbaker✭✭✭I’m on PS4 and there is a definite bar swap delay going on, at least for me. There’s also a problem with my character activating the last skill I used two or three times even though I’m trying to light attack as well as skills and attacks just not registering unless I push any of the buttons or triggers repeatedly. It’s made combat verry berry frustrating.2 -

✭It's PC NA, but it happens to me as well.
If a bug occurs, it's about 0.1 sec at first.
It gets longer and longer over time, and in the worst case it can be as long as 1 sec.
For PC NA, re-login or UI loading will fix it.Bar swap 1 second delay bug

100% that's what I'm seeing on Xbox NA and EU as well as on PC NA0 -

I have also another issue with bar swap. When I do so, I lose the ability of my armor to proc.
Actually, I use Frozen Watcher and when bar swapping the blizzard stop procing.
I have to unequip my armor completly and re-equip it to make it work again.
This process happens each time I change from a zone to another.
For example, It will happen at the beginning of a dungeon.
I noticed the same bug with other amors supposed to summon a pet (like mande-aegis)
