A bit disappoiting, but that is how most of them are being done on PC EU. If you arrive too late, you can just afk for a few minutes till it's up again.

Are they marked with a symbol in map?
To add to your idea: I think if you complete all the small Obivion portals a bigger one should open up, releasing monsters out into the wild that invade all parts of the surrounding area, just like in the trailerMasterWarrior wrote: »I think if you complete all the small obivion portals a bigger one should open up.
