Zoal the Ever-Wakeful Visual Effect Not Animating

As shown in this thread: https://forums.elderscrollsonline.com/en/discussion/comment/7220134,
the Zoal the Ever-Wakeful set effect should have the visual effect of animated watcher tentacles.
However, it currently seems to be broken, only a tiny part of them appears, and they remain completely motionless.
I equipped the skeleton polymorph for better visibility, as without it the effect can be hidden by armour:
If I'm correct, I think the tentacles are stuck on the first frame of animation, and never emerge from the character's back.
I understand this is a minor issue, but I think it's a shame that such an amazing looking animation is bugged.
