Can't gift starter pack!

This just came up in Shadowfen zone chat. Why isn't the Starter Pack, Adept giftable? Seems like it would be a popular thing to gift new friends to the game. Not sure if this is a bug or intended since it is on sale (but not an ESO+ only sale).
