It is time to Revert the shield nerfs!

The proc sets reenabled and health recovery nerfs has made it hard for for light armor wearers to defend against the insanely high stam damage in cyrodiil in this current update,

Revert the shield nerfs so that light armor builds have a chance to be competitive.

    Health recovery is nerfed by 50%, proc sets require hight weapon damage so people can't just slap on 3 proc sets to get the same amount of damage. Sorry my dude I disagree with you on this one.

    Tbh. proc set rebalance was OK, but it brought other issues. Basically, you can not counter dmg dealing sets with healing sets.

    - Tanky builds can not use dmg dealing proc sets effectively to get good dmg (good change).
    - Dmg dealing sets scaling is too strong and does not have a cap (bad change).
    ^ This leads to a scenario in which dmg dealing sets have actually better scaling than skills themselves. As a result I am getting actually higher (or same) tooltips on dmg dealing sets vs for example on burst skills, like Grim Focus (on the same build).

    I think that is something that should not be possible. Dmg dealing sets should not do as much dmg as bursty skills.

    Also, health recovery nerf was kinda pointless. With no proc, sure it was useful, but with proc sets enabled, even if it was not nerfed it wouldn't be used often. But with the 50% nerf it is totally useless stat.

    Also, it is funny how they changed Gaze of Sithis on PTS to "compensate" for health recovery nerf (they mentioned it in dev comment), but other sets or glyphs that give health recovery were not changed lol...

    That would be ideal. Just disable dmg dealing & healing ones and leave the ones that are "non-proc" proc sets but have a condition server check.
