I haven't had occasion to ignore a guildie, so I can't speak to the case of trying to ignore someone in Guild chat.
If you share a guild with the ignored player, you will still see their chat in guild chat, but not in zone chat or tells. You can create a tab that does not have chat on for that particular guild.

That seemed to be the case for me a couple months back. I even double checked my settings. I thought it was strange.

If I'm being honest, if I found a guild member had blocked a member of guild leadership, that would probably be an immediate kick.
Now, I'm sympathetic if the officer is being an idiot, or constantly spamming your inbox, but if that's the case, better to take the issue to leadership, rather than just leave an officer in place that's causing issues, and if that fails, leave before they kick you.

This was years ago to be honest, I've been playing since Beta. I unblocked the officer as requested, and we haven't had any issues. But I didn't bring it up to derail this thread. Does blocking no longer work in guild chat? TBH I haven't had the time to check.

I have heard in the forums it does not. It should for the obvious reason that it is not a good idea to put to people into the same room that are toxic together.
