Cannot see nor interact with Quistly Silvelle

I am trying to complete the "Things Lost, Things Found" quest with Bastion. I am on the second level of the Rosy Lion Inn where the quest markers indicate Quistly should be. There is just no Quistly to interact with. I believe I have seen several players enter the room and appear to be interacting with someone, but I cannot see Quistly.
Tried re-starting, but that had no effect. How do I get him to appear?
