Minor bug being unable to cast Molten Armaments while targeting neutral NPC.

This bug has existed for a long time-- at least a year or so, and I figured it would have been patched by now but since it's still a thing I guess I'll make a bug report for it.
It's a pretty inconsequential bug, you just can't cast Molten Armaments (Dragonknight Earthen Heart ability) while targeting a neutral NPC (the ones with yellow health-bars). This only applies if you have the "Prevent Attacking Innocents" switch toggled on. I think it also applies to the morph that increases heavy attack damage but that's only based off my memory.
