Did master writs change?

I just accepted a master clothier's writ, ported to a guild hall that has all of the set-crafting tables, noticed that there's no pointer above any of the tables, took a closer look at the details of the master writ, and realized that it isn't for set gear, just an Epic Malacath Rubedo Leather Belt with Divines trait. Is it a bugged master writ, or did they add master writs for non-set gear?
I've fought mudcrabs more fearsome than me!

✭✭✭✭Someone else mentioned a set-less master writ the other day in Bug Reports. It was fulfilled by making a no-set piece.
Not sure if that's intended or a mistake, but at least they can be completed.

✭✭✭✭✭Okay, this must be a bugged writ, because if I go to a normal clothier's station I get the pointer above the icon to craft gear, but the Type pane says "No Apparel Types Found," the Style pane says "No Styles Found," and the Trait pane says "No Trait."
If I uncheck the "Quests only" box, I can select the requested options-- Belt, Rubedo Leather, Malacath, and Divines. I can then create the requested item and improve it to Epic quality, which satisfies the Quest details and tells me to "Deliver the Armor."
When I turned in the item to Rolis Hlaalu, he gave me 5 writ vouchers for it.
If I'd known ahead of time that there was going to ge something odd about this master writ, I would have taken screenshots of everything.I've fought mudcrabs more fearsome than me!0
