Rally healing bug

Rally is supposed to give you more healing the longer it stays up. However, sometimes it will restore a lower amount than usual despite being up for a very long time. Below is Rally with 1 second left. When recasted, it only gave 3.7k non crit healing. A normal Rally with 1 second left would give ~8k non crit healing.
