working as intendeed, move along, not ZOS fault this "design" bother players like quest start NPC's from dlc's etc, thats just their feature to be different from other games
Yep, I've been seeing this pop up all over the place. They even show up on the compass with their names like a proper NPC questgiver, but you can't actually interact with them. It seems to happen when I have a quest ready to turn in.
Edit: And on killing the last boss of a dolmen. All the companions who were running around suddenly get quest markers over their heads for some unknown reason.

PC NA, CP2200+. Character creation is the true endgame.
It's not funny anymore. I expected this to be gone as soon as I picked up the quest from Bastian but it's not. I'm still seeing other players' Mirris with quest markers, asking me for "a moment" as they run past...
It's not consistent though, switching on and off for unknown reasons.
dont even bother to send it to support, bcoz bots there will replay: abandon ur quest....
how can i abandon quest i dont even have? either they dont understand the problem or they dont care, hope next 3 maintance in the next week, day after day will solve this problem like that missing synergy for cleansing purge on the last boss in vRG.
dont even bother to send it to support, bcoz bots there will replay: abandon ur quest....
Yeah, support is poor as hell, gotta admit that. I wouldn't expect that after such big corpo but hey, covid... oh wait...
I'm not even receiving ticket number because no confirmation email. New way of thinning tickets queue? O_o I already made it easier for them, I don't bother with sending tickets.
Same. At the beginning I had one of Mirri's personal quests, and somehow it triggered quest markets on other people's Bastians. But now I finished her quests, and somehow the markers still appear, so I do not know what is causing it now.
