Does anyone know the exact mechanics of gaining magicka charges during Scrying?

I enjoy scrying, sometimes when I claim 2 focal points at the same time using dilation I will gain 3 full magicka charges. Sometimes I might gain 2 charges. It feels like it might be tied to the toal number of hexes I claim at once (including focal points) but I'm not sure if this is the case. Gaining magicka charges during scrying definitely happens, but I can't nail down the precise conditions/rules on which it happens. Does anyone know or have a reference document that spells it out? Thank you.
