No double xp event with release?

I know they come often, but why not do a double xp event when you release a major expansion?

Btw, when is the next one, I want to save up some Mythic and make some magic happen.

They usually don't do celebrations right after a Chapter release - the next event is Midyear Mayhem for the PVPers later this month. The Explorer's Celebration is random and relatively new, given that it started as bugged double drops that ZOS decided to run with.

Double exp events are:
Jester's Festival - March/April
Anniversary Jubilee - April
Witches Festival - October
New Life Festival - December
Explorer's Celebration - random, so far

I will totally use up the PVP experience jump, but I think that's for player kills?

Seems like a large gap between april and october for some cake events, surely maybe an explorer event will hit in the interim...

Before the explorer event, there were only those four base-game events that granted double XP. It was always a long wait between April and October (not counting MM, which as you pointed out is double XP from player kills only).

The other events throughout the year typically focus on DLC areas, so offering event double XP only to people who have the relevant DLC may have seemed too exclusionary. Their goal is to get people to buy the DLCs for the extras, not make them feel second-class without them. But maybe we’ll see them grant double XP game-wide with more events now because of the higher CP investment cap.

We just had an Explorer's Celebration a few weeks ago. Midyear Mayhem gives double XP for player kills and double AP from all sources.

I think June-September already gets good player population with new Chapters and people having more free time during summer. The double XP events seem to be geared toward enticing people to play at times they might not otherwise play.
