Can someone explain me how the fire and lightning damage calculated ? I mean:
1. "Flame Pulsar hits Burning enemies with Pulsar Afterburn, which deals more damage based on their missing Health"
2. "Storm Pulsar's damage increases based on the number of enemies hit."

Find "Fire Impulse 4" and "Shock Impulse 4" and that should describe the math

The Flame Pulsar description is one of the biggest bait tooltips in the game. It says it deals more damage based on their missing health but it doesn't specify that it only applies to that small extra burning amount and not the skills actual main damage.

While shock pulsar is slotted it does clarify that the bonus damage is 5% per target up to 30% at 6 targets.

Clearly it doesn't say additive or multiplicative it

It's probably additive like the rest of the +%DamageDone mods.

The rule of thumb is that it's always the least-beneficial situation for your overall power, so multiplicative for mitigation and additive for damage done.
