Zaan Shoulder Style Page

Hello.
Does anyone know whats the matter with the Zaan Shoulder Style Page, which should be purchasable from Urgalag Chief-Bane, if your character has completed Scalecaller Peak on Veteran?
I can not buy or even see this Style Page with any of my characters that has completed that dungeon.
I even wrote a ticket about this, submitting a screenshot etc. After a week of waiting, I was told that I should be able to buy the Zaan Shoulder Pieces from that Vendor (not the Style Page I asked about).
