Necromancer tether heals are still partially bugged

OK, so as stated on the PTS the braided tether morph seems fixed and doesn't do the double healing anymore. However, just yesterday evening I tested the other morph (mortal coil) as well as the unmorphed version (restoring tether) on the post patch live servers, and they still do double healing at times. However, it is not 100% reliable, so you don't get the double heal every time it ticks. Instead, it shows a wide range of behaviour and I'm not sure yet what causes it. In some fights I had 1 extra tick per cast (~ 3%) while in others I had all 36 ticks doing double healing ( ~ 100%).

In combat metrics, it is quite easy to see that this skill is bugged, since two distinct IDs show up for your self-healing per skill cast. One seems to be meant to be the self heal portion, while the other seems to be meant to be the team heal portion only. Here is a quick demonstration showing the cmx. All I did was keeping my health low with blood altar at all times while engaging a random kagouti mob in Deshaan. Then I proceeded to do one cast of healing tether and afterwards one cast of aoe vigor for comparison:

Its important to note that these are not just some unimportant random bugs. They very significantly enhance necromancer defence in PvP. Imagine if some hard-hitting skill would deal double damage for example. This is comparable just on the defensive side as double healing instead.

Last but not least, I observed two more bugs with these skills. The first is that mortal coil sometimes failed to heal at all for unknown reasons, but this was very rare. The second is a minor one, sometimes the tethers (self heal ID only!) heal for 36 ticks, and sometimes for 37.

All things considered, ZOS really should take an in-depth look at these skills again and I hope they can fix them fast (please in the near future and not just next patch).
