90% sure it was 20 for FG & MG on the PTS for the maxed out templates. Can't swear to any others, but I wanna say they maxed at 10.
But I'm not on right now, so I can't swear by it. Just kinda bumping for visibility. ;P
On the PTS, with a maxed Companion (using the booster item which template characters are given) all skill lines EXCEPT Fighters, Mages, and Undaunted go to 20! Those three only go to 11.

My new companion MIrri has leveled-up the three guild skill trees (Fighters Guild, Mages Guild, & Undaunted) to level 10. There are no more Passive abilities to be obtained after level 10 on each tree. Does it keep leveling up, or is 10 the highest level. The level bar currently shows 10 with 0/100 on the bar (which suggests it's going to level-up more). But since there are no more active or passive abilities to be obtained, what's the benefit of more level?

Once you unlock a Companion's Guild line, it should scale to your own. So if your Fighter's Guild line is at 10, Mirri's will also be there when she gains access to the line.

Thank you. I'm not sure this happened (and I did get Mirri and completed the FG quests on a fully maxed character, all Guilds at 10), I know she did not unlock the first FG skill until today. I will check back when I get home.
It is odd though, since companions' skills are the same level across different characters we may have, that they would unlock at different levels depending on the guild level of the character we happen to use them first on.

Companion guild skill trees do not scale to a player's character. That is, if your character is level 10 on mages guild, fighters guild, and/or undaunted, your companion will NOT have those skill levels on the companion's skill trees. First, you must first unlock the companion: one must complete the initial companion quest for each of one's (up to) 18 characters. Next, one must obtain the guild skill trees by completing the first set of guild daily quests with the companion. (Companion must be deployed when you turn-in the daily quest.) Lastly, to level up the guild skill trees, one's characters complete more daily guild quests. The level bar at the top of the guild skill tree shows 0 to 100, but one gets 50 points for each daily. Therefore, you advance 1 level for each guild daily you turn-in, if the companion is deployed. Make sure the companion is active, because sometimes I have had my companion go away.

GreenHere gave the correct answer. Thanks. I should have thought to look at a "Template" character on the test server (PTS). When I test on the PTS, I always use my North American or EU characters, and never use a Template character. But that would have answered my original question.
Question: What is maximum level on a Companion's three guild skill trees (Fighters Guild, Mages Guild, and Undaunted)?
Answer: 11. I verified this today on with my new Companion Mirri. Mirri got to level 10.5 on the three guild trees yesterday. With the first round of guild "dailies" today, the progress bars for each of the three guild skill trees top-out at 11, showing 100/100. If the next level were 12, it would have shown level 12 with 0/100 on the progress bar.

But... does it, though? If simply unlocking them is all that needs to be done on a character, but their progress is shared account-wide, is there any particular benefit to grinding through unlocking them for all your characters at once? Seems like just getting them if/when you need them on one of your characters would be okay since they instantly come up to their shared level, wouldn't it?
Is there some benefit to having them all unlocked at once that I'm missing? Or is it just a matter of not wanting to ever have to worry about it later?
So if I ran them daily on each of my 10 characters, I could have them fully leveled in six days.
